The Maritime  Republic of Venice

To reduce the risk , the republic just put an effective check on the merchant societies by establishing precise rules in order to avoid very reckless or fraudulent business .Arranged to build the ships and establish commercial routes  then organized a race  between merchants willing to participate in the enterprise.
. The stakeholders gathered in a private room, and under the supervision of the Senate, reportedly accounted for the various cote of participation.
They were wealthy merchants , usually representatives of family businesses .
The contract will be signed ahead of the notary and settled the cote of attendance for each person.That single system imparted both the risks and the profits, and drove the merchants to collaboration , providing inputs of money to the Republic , that amortized the costs of vessels.

The captains of these ships, paid the sailors in advance even three-four months’ salary.
Three days before they left they gave the announcement at St. Mark’s church and to the bridge of Rialto.But more of the sailors deserted ,and were then followed by the lords of night (a sort of neighborhood policemen) to be signed by force or arrested.On the board of the galleys were: the archers, rowers (called convicts), the captain, and on some ship is serving the sentence, and forced labor -hence the term jail-like prison
The great sail capacity and efficiency in the economic organization of the merchant companies were only
two of the factors that determined the size of the Venetian navy .
